A. Direct RTA Services

Vehicle registration (ownership) renewal. Vehicle ownership is renewed annually. Under the federal traffic law, registration does not exceed twelve months, followed by a thirty-day grace period for renewal, and the insurance must remain valid for no less than six months inclusive of that grace period. A passed technical inspection is also required where the vehicle’s condition calls for one, along with clearing whatever is recorded in the system – fines, charges, or holds – that would prevent the transaction from completing. Renewal is available up to one hundred and fifty days before expiry; late renewal attracts late fees that vary with the vehicle category and the length of the delay; and once two months have passed since expiry, the traffic file is blocked. Our work begins by pulling the vehicle’s status so we know whether an inspection is due, whether the insurance covers the required period, and what holds exist. We then arrange the technical inspection where needed, follow the renewal through, and collect and deliver the registration card.

Amending ownership data and replacing lost or damaged cards. The Authority treats these as transactions separate from renewal: amending vehicle ownership data, renewal combined with a change of plate number, and issuing a replacement for a lost or damaged ownership certificate. Amendments cover what appears on the ownership document, such as the plate number and the vehicle colour. Note that any substantial modification to the vehicle’s shape, body, engine power, or colour requires the Licensing Authority’s approval, and a modified vehicle may not be used until it has been examined and the modification approved.

Driving licence renewal. A licence is first issued for one year for those under twenty-one and for two years for those who have reached it. On renewal, it runs for one year for those under twenty-one, five years for a resident who has reached twenty-one, and ten years for UAE and GCC nationals who have reached that age. Renewal requires a valid Emirates ID, a valid eye test at an approved centre – the result remains valid for three years – a medical fitness test for professional drivers, and payment of fines recorded against the licence. Renewal is available six months before expiry for those aged twenty-one and over and three months before expiry for those under it, and the renewal date runs from the date the application is submitted. A late applicant pays a delay fine of ten dirhams for every month, calculated from the licence expiry date, capped at five hundred dirhams.

A licence expired for more than ten years. Paying the fees is not enough here. The applicant must pass the Evaluation Test at an approved institute before the licence is issued. A holder of a driving licence from one of the exempted countries is excused from the test whatever their nationality. Where the licence carries several categories, a single evaluation test for the light vehicle category suffices, and the remaining categories are added after a pass. Many clients who come to us in this position assume the door is closed; it is simply a longer route.

Note that a licence issued in another emirate cannot be renewed with the Roads and Transport Authority in Dubai.

B. Traffic Fine Matters

Objecting to traffic fines. An objection rests on a fact capable of proof by document, not on displeasure at the fine. What is commonly brought to us: an error in the vehicle or plate details, a single incident recorded twice, and a fine incurred while the vehicle was in someone else’s custody. And here is a rule many overlook: the owner in whose name the vehicle licence is registered remains bound by the obligations arising from the vehicle’s use until the licence is registered in the new owner’s name – so a sale contract whose registration was never completed will not carry the argument. As for where the objection goes, that follows the issuing body: objections to Dubai Police traffic fines are submitted through Dubai Public Prosecution, and anything falling outside the categories of violation available in the form is referred to the General Department of Traffic; fines from other bodies each have their own channel. An objection may be submitted by an agent holding a power of attorney. Objection deadlines follow what the competent body sets for the type of fine, and filing early is better in every case. We undertake to prepare the request on the documents available, to file it with the competent body and within the prescribed period – without any guarantee that the objection will be accepted or the fine reduced. That decision belongs to the competent authority alone.

Reviewing fines and the settlement options available. There is no standing service in Dubai through which an individual applies to have a fine reduced on personal grounds. What does exist runs along three routes: objecting where an objection lies; paying Dubai Police fines in instalments, interest-free, over three, six, or twelve months through the credit cards of participating banks; and whatever temporary initiatives the competent authorities may announce, including discounts or the removal of black points on defined terms and within defined dates. Our work is to list the fines recorded against you or against your company’s vehicles, and to set out what is fit for objection, what is fit for instalments, and what the initiatives in force at the time of your request actually cover. And we warn – as advice, not marketing – against intermediaries who offer to “cancel fines” for a lump sum. A fine is extinguished only by a decision of a competent body.

What falls outside our scope, stated plainly: driving instruction and tests, and judicial appeals against traffic judgments or representation before the courts. That is the work of an advocate registered on the roll, and we refer you accordingly.
