Power of Attorney from UAE to Egypt

Power of Attorney from the UAE to Egypt: Consulate or Notary?

A Power of Attorney from UAE to Egypt can follow two main routes, depending on the principal and the authority issuing the document. An Egyptian national may be able to execute the Power of Attorney through the competent Egyptian embassy or consulate in the UAE. Alternatively, the POA may be issued and notarised by a competent UAE authority and then pass through the required attestation process before it is used in Egypt.

If you are an Egyptian national appointing someone to act for you in Egypt, it is sensible to check first whether the required type of POA can be executed through the relevant Egyptian mission. If the document will instead be issued in the UAE, the principal is not Egyptian, or the transaction requires a UAE-issued instrument, the route begins with UAE notarisation and continues through the applicable attestation stages.

The key is not to start with a generic POA template. First identify what the representative must do in Egypt, which authority will receive the document, and where the POA will be issued. The wording and attestation route should then be built around that purpose.

Need a Power of Attorney for use in Egypt but unsure whether to start with the Egyptian mission or a UAE notary? Tell us the purpose of the POA and the principal’s status, and we can help identify the appropriate notarisation and attestation route before you begin.

Power of Attorney from UAE to Egypt: Which Route Applies?

The main distinction is the authority that issues the document. A POA executed before an Egyptian diplomatic or consular mission is different from a POA issued by a UAE notarial authority and later treated as a foreign document when presented in Egypt.

How Do You Make a Power of Attorney for Egypt Through the Egyptian Consulate?

The Egyptian Ministry of Foreign Affairs provides its Power of Attorney execution service through Egyptian missions abroad for Egyptian nationals. The principal must provide valid Egyptian identification, complete the appropriate POA form, and sign the document before the competent consular officer.

The general requirements published by the Egyptian Ministry of Foreign Affairs include:

  • An original, valid Egyptian passport or valid Egyptian National ID card.
  • Two copies of the identification document under the Ministry’s general instructions.
  • Personal details entered exactly as they appear on the original identification document.
  • The appropriate Power of Attorney form for the intended transaction.
  • The principal’s personal attendance and signature before the competent officer.

The Ministry also states that the POA may not be crossed out, amended or supplemented after it has been issued and received. The attorney’s details, the intended powers and the purpose of the document should therefore be checked before signing.

The Egyptian Consulate in Dubai provides electronic forms that can be completed and printed before attendance. Preparing the form online does not mean the Power of Attorney itself is issued entirely remotely: the published rules require the principal to sign before the competent officer.

The general requirements can be reviewed on the Egyptian Ministry of Foreign Affairs’ English Powers of Attorney and Declarations service.

Does the Egyptian Consulate in Dubai Cover All Seven Emirates?

No. The Egyptian Consulate General in Dubai states that its jurisdiction covers Dubai, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah. Abu Dhabi is served through the Embassy of the Arab Republic of Egypt and its consular section. The appropriate mission should therefore be selected according to the applicant’s location and the service required.

What Types of Power of Attorney Can Be Used for Transactions in Egypt?

The intended transaction determines the wording and scope of the POA. The Egyptian Consulate in Dubai publishes forms for different purposes, including litigation, vehicles, banking, companies and other transactions.

PurposeExample of POA TypeWhat Should Be Reviewed?
LitigationGeneral Power of Attorney for court mattersThe scope of representation and the powers the representative will need
General transactionsGeneral or comprehensive Power of AttorneyWhich clauses the principal genuinely needs
BankingBank Power of AttorneyThe bank, branch, account and authorised transactions
VehiclesVehicle management or vehicle sale POAVehicle details, proof of ownership and the scope of authority
CompaniesCompany formation, amendment or representation POAThe principal’s capacity and the commercial powers required
Specific transactionSpecial Power of AttorneyThe exact act or procedure the representative will perform

A broader form is not automatically the better choice. A well-drafted POA should give the representative the authority required for the intended transaction without adding unrelated powers simply for breadth.

What If I Sign as a Company Manager or as an Attorney for Someone Else?

If the POA is executed in a legal capacity rather than only in your personal capacity — for example, as a company manager, board chairman, guardian or attorney acting under an earlier POA — documentary evidence of that capacity must be provided. Official instructions give examples such as an original existing Power of Attorney, commercial registration or court judgment, together with any authentication required according to the issuing authority.

What Documents Are Required for a Vehicle Sale POA for Egypt?

The Egyptian Ministry of Foreign Affairs publishes additional requirements for vehicle-related Powers of Attorney. If the vehicle registration is in the applicant’s name, the registration document must be presented.

If the vehicle was acquired under a sale contract registered through the competent Egyptian real-estate registration authority, the instructions refer to the sale contract authenticated by the Egyptian Ministry of Foreign Affairs together with a copy of the vehicle registration.

If ownership is based on an earlier Power of Attorney, the original earlier POA authenticated by the Egyptian Ministry of Foreign Affairs may be required together with a copy of the vehicle registration.

Where the vehicle registration has expired for more than three months, the published instructions require a vehicle data certificate from the relevant traffic authority.

This illustrates why the documents required for a Power of Attorney from UAE to Egypt are not always limited to a passport or National ID. The transaction may also require evidence of ownership or legal capacity.

How Much Does a Power of Attorney Cost at the Egyptian Consulate in Dubai?

At the date of the latest review of this guide, the Egyptian Consulate in Dubai publishes two fee categories for executing a new Power of Attorney at the Consulate:

POA TypePublished Fee
Ordinary Power of AttorneyAED 180
Power of Attorney of a commercial natureAED 480

The Consulate lists company, leasing, shop, share, vehicle and certain real-estate or vehicle sale matters among examples that may have a commercial character.

These amounts are the fees for executing the POA through the Egyptian Consulate. They should not be confused with the fees for authenticating a UAE document that has already been issued.

How Do You Issue a UAE-Notarised Power of Attorney for Use in Egypt?

If your case requires the POA to be issued in the UAE, the process begins with drafting and notarising the instrument before the competent authority and then completing the applicable attestation chain before it is used in Egypt.

Dubai Courts currently publishes several important requirements for its Power of Attorneys Ratification service:

  • For online ratification, the parties must hold valid Emirates IDs.
  • A person relying on a passport only, without an Emirates ID, must attend before the Notary Public in person.
  • Supporting documents may be required depending on the subject of the POA, such as property records, vehicle ownership documents or a company trade licence.
  • Documents not in Arabic must be accompanied by a legal translation meeting the requirements stated by Dubai Courts.

For the wider notarisation process, see our Notary Public Dubai service.

What Is the Dubai Courts POA Ratification Fee?

Dubai Courts currently publishes a fee of AED 100 for each party to the Power of Attorney, plus AED 20 in Knowledge and Innovation fees. These are the authority’s published ratification charges and do not include document preparation, legal translation, later attestations or other professional services.

How Is a UAE Power of Attorney Attested for Use in Egypt?

A POA issued by a UAE authority is a foreign document when presented in Egypt. The Egyptian Ministry of Foreign Affairs states that foreign documents must first be authenticated by the Ministry of Foreign Affairs in the host country before they are submitted to an Egyptian mission for authentication.

  1. Issue and notarise the POA in the UAE:
Prepare the instrument through the competent UAE notarial authority and satisfy the identification and supporting-document requirements relevant to the transaction.
  2. UAE Ministry of Foreign Affairs attestation:
Submit the document through the applicable UAE MoFA route according to the issuing authority, document type and available attestation channel.
  3. Authentication by the Egyptian mission:
Once the UAE-issued document has received the required UAE MoFA attestation, it is submitted to the competent Egyptian embassy or consulate under the rules for authentication of foreign documents.
  4. Complete the required process in Egypt:
Documents issued outside Egypt and authenticated by an Egyptian mission may then need to pass through the Egyptian Ministry of Foreign Affairs Legalization Offices before use, depending on the applicable requirement.
  5. Submit the POA to the receiving authority:
Check whether the court, bank, real-estate registration office, company or other authority in Egypt has any additional document-specific requirements.

For the UAE stage, see our MOFA Attestation UAE service or the UAE Ministry of Foreign Affairs’ official Documents Attestation service.

The Egyptian requirements for foreign documents can be reviewed on the Egyptian Ministry of Foreign Affairs’ official English Authentication of Documents page.

How Much Does It Cost to Attest a UAE POA for Use in Egypt?

There is no single total that applies to every POA. The amount depends on the classification of the document, the number of relevant parties and the attestation route. The published government charges for individual stages can, however, be identified.

StagePublished Government FeeNote
Dubai Courts POA ratificationAED 100 per party + AED 20Under the published Dubai Courts service
UAE MoFA attestation — personal documentAED 150The Ministry includes a Power of Attorney of a personal nature within its personal-document category
UAE MoFA attestation — commercial documentAED 2,000The Ministry lists a commercial Power of Attorney and a General Power of Attorney among examples of commercial documents
Egyptian Consulate in Dubai authentication — ordinary documentAED 180Authentication fee, not the fee for executing a new consular POA
Egyptian Consulate in Dubai authentication — commercial documentAED 520Subject to the Consulate’s classification of the document
Egyptian MFA Legalization Office — ordinary documentEGP 115According to the Egyptian Ministry of Foreign Affairs published fee schedule
Egyptian MFA Legalization Office — commercial documentEGP 410According to the Egyptian Ministry of Foreign Affairs published fee schedule

Do not simply add every amount in this table to calculate a final price. The applicable stages and classifications vary according to the type of POA and the route by which it is issued. Translation, courier, document-preparation and professional-service costs may also be separate.

The UAE Ministry of Foreign Affairs classification is particularly important. It includes a Power of Attorney of a personal nature among personal documents, while a commercial Power of Attorney and General Power of Attorney appear among examples of commercial documents. The actual classification should therefore be checked before the attestation fee is paid.

What Happens After a Consular POA Arrives in Egypt?

Receiving the Power of Attorney from an Egyptian mission abroad should not automatically be treated as the end of every formality required for its use in Egypt. Egyptian Ministry of Foreign Affairs procedures provide for documents issued abroad and authenticated through Egyptian missions to enter the Legalization Office process in Egypt where the applicable procedure requires it.

Published instructions from Egyptian missions also state in certain POA contexts that the document must be authenticated through an Egyptian Ministry of Foreign Affairs Legalization Office before it is used in Egypt.

The representative in Egypt should therefore verify the Egyptian MFA authentication position and any additional requirement imposed by the final receiving authority rather than assuming that every court, bank, registration office or company follows an identical process.

Can the POA Be Completed Online and Sent to Egypt as a PDF?

Some stages can be handled electronically, but an ordinary PDF scan does not automatically replace an original POA or an officially issued digital document.

Under the Egyptian consular route, electronic forms may be used to prepare the data, but the Egyptian MFA instructions require the principal to sign before the competent officer.

In the UAE, the Ministry of Foreign Affairs permits eligible original digital documents to use its digital attestation process where the document is issued with an approved verification mechanism, such as a QR code, reference number or verification link. A scanned copy of a paper document does not become an original digital document merely because it is saved as a PDF.

Acceptance of an electronic copy in Egypt also depends on the receiving authority. The court, bank, real-estate registration office, company or other recipient should therefore be asked what form of POA it accepts before the transaction relies solely on a digital copy.

7 Things to Check Before Issuing the Power of Attorney

  1. Identify the receiving authority in Egypt:
A court, bank, real-estate registration office and company may each require different powers or supporting documents.
  2. Choose the route before drafting the document:
A consular POA and a UAE-issued POA follow different procedures.
  3. Check the principal’s and representative’s details carefully:
Names and identification details should match the official documents used in the transaction.
  4. Grant only the powers that are actually required:
Do not make the POA broader than the intended transaction without a reason.
  5. Prepare evidence of ownership or legal capacity:
This is especially important for vehicles, property, companies and POAs executed in an official or representative capacity.
  6. Confirm the POA classification before calculating the cost:
Ordinary, commercial, personal and general are not necessarily identical classifications across the different authorities involved.
  7. Check the current official rules before submission:
Fees, requirements and electronic service channels may change.

Frequently Asked Questions About a Power of Attorney from the UAE to Egypt

Can I make a Power of Attorney for someone in Egypt while I am in the UAE?

Yes. If you are an Egyptian national, you can first check whether the required POA can be executed through the competent Egyptian mission in the UAE. A POA may also be issued by a UAE notarial authority and then pass through the required attestation process for use in Egypt. The correct route depends on nationality, the transaction and the receiving authority.

Can I complete the Egyptian Consulate POA entirely online?

Not under the currently published requirements. The form may be prepared electronically, but the Egyptian Ministry of Foreign Affairs states that the principal signs the Power of Attorney before the competent officer. Preparing the form online should therefore be distinguished from executing and authenticating the POA itself.

What documents are required for a POA through the Egyptian mission?

The core requirements include an original valid Egyptian passport or valid Egyptian National ID and the appropriate Power of Attorney form. The Egyptian MFA's general instructions also refer to two copies of the identification document. Additional evidence of ownership or legal capacity may be required depending on the type of POA.

How much does a Power of Attorney cost at the Egyptian Consulate in Dubai?

The Egyptian Consulate in Dubai currently publishes a fee of AED 180 for an ordinary Power of Attorney and AED 480 for a POA of a commercial nature. These are the fees for executing a new POA through the Consulate and are different from the fee for authenticating an existing UAE-issued document.

Does a UAE-issued POA need Egyptian Ministry of Foreign Affairs authentication?

The route begins with UAE Ministry of Foreign Affairs attestation and authentication through the competent Egyptian mission. After the document reaches Egypt, it may also need to pass through an Egyptian Ministry of Foreign Affairs Legalization Office before use, depending on the applicable procedure and receiving authority.

Can a non-Egyptian issue a Power of Attorney for use in Egypt from the UAE?

The Egyptian MFA's published service for executing Powers of Attorney through its missions is for Egyptian nationals. A non-Egyptian may instead issue the POA through the competent UAE authority and complete the necessary authentication process. Egyptian MFA instructions require the principal to appear personally when a foreigner's POA is authenticated by an Egyptian mission.

Is a PDF copy of the Power of Attorney enough in Egypt?

An ordinary PDF should not automatically be treated as a substitute for the official document. Eligible original digital documents may carry formal verification and digital attestation, but whether an electronic copy is accepted in Egypt still depends on the requirements of the authority receiving the POA.

What is required for a vehicle sale POA for Egypt?

The documents vary according to how ownership of the vehicle is established. They may include the vehicle registration, an authenticated sale contract or an earlier authenticated Power of Attorney. If the registration has expired for more than three months, Egyptian MFA instructions refer to obtaining a vehicle data certificate from the traffic authority.

Start With the Transaction That Will Be Carried Out in Egypt

A successful Power of Attorney from UAE to Egypt starts with the act the representative must perform and the authority that will receive the document — not with choosing the broadest available POA template. Once those points are clear, you can determine whether the appropriate route is execution through an Egyptian mission or UAE notarisation followed by the required attestations.

If your case requires the POA to be issued in the UAE, you can send Instant PRO the purpose of the Power of Attorney, the principal’s status and the authority that will receive it in Egypt. We can review the notarisation and attestation route before the process begins.
